It is very important that volunteers are invited to report any kind of
complaints in a safe and constructive manner and in a way that is fair
and respectful to all parties involved.

I don't think its appropriate to have the option to immediatly send a
complaint out to the general membership. There should be an attempt to
resolve the issue as internally as possible first.

Also, this seems to be at least partly covered by the Staff Disciplinary
P&P document, or at least fits into the process outlined in that
document in Stage 0 (reporting). Should this not be tied into that
document?
