[mp3togo] ogg tagging behavior

While the last release fixed a bug, it wasn't the bug that Konstantin
had reported.

The actual bug was a failure to use eyeD3 in the absence of ID3.

This problem is now fixed in 0.5.12

Additionally, Konstantin suggests that mp3togo should produce a
warning when guessing missing tags. It now does this and the guessing
can now also be disabled with the --no-guessing-tags switch.
